The structural rules are the divisions: Major for exceptional and good players, AAA for good, AA for good to average, A for beginners, with a minimum registration required to run each one. Minimum age is 18. Supplemental rules and a code of conduct for players and managers are published as downloads, alongside a protest form for when they are disputed.
Publishing an explicit beginners' division is rarer and more valuable than it sounds — it is the difference between a man turning up and a man deciding he is not good enough. High Cheese keeps a league's rules beside its schedule and against its rosters, so what separates AA from AAA is readable before somebody registers a team into the wrong one.
