The draft is the rule
The published structural rules are the three divisions -- 18+, 30+ and 45+ -- and the draft procedure that fills them: registration before tryouts, evaluation by teams, selection by need, and an order derived from the previous season's records with runs allowed breaking ties.
Nothing about bats, roster limits, game length or pitching restrictions appears in the front page text.
