Four people, minimum
The bylaws define the structure: officers are a President, a Secretary and a Treasurer, and the Board consists of at least four individuals including all three, with those three chosen by the board from among its own members. The board runs the draft, hears protests within 24 hours, adjudicates grievances and appeals, and its decisions are final and not appealable.
It also holds the powers that matter day to day -- accepting late players and deciding which teams they join, ruling on age protests with the president, and suspending anyone whose conduct it judges prejudicial to the league's welfare, interest, reputation or charter.
None of the four is named. For a league where the board personally splits the talent on draft night, the people doing it are anonymous on the public record, and a High Cheese league page attaches a working contact to each role rather than to a title in a bylaw.
