Institutions without people

The league refers to its office, which answers questions and announces award results in the off season, and to an awards committee that selects post-season honorees by closed ballot. Neither is staffed by anybody named. Its own news story refers to the Goliaths' upper management.

A closed-ballot awards committee is a real governing structure and it is completely anonymous. High Cheese lets a league name its officers and hand them real permissions, so an office that decides awards is a set of accounts rather than a phrase in an FAQ.
