Two documents, one of them compulsory
The league publishes two: a Player Consent Form, marked required to play, and its Rules & Regulations.
Marking the consent form as a condition of participation on the download itself is the clearest way to do it -- no player can claim not to have known.
Nothing else is published: no constitution, no bylaws, no code of conduct as a separate text.
Documents belong beside the season they govern. A High Cheese league page collects the consent form as part of registration and keeps the rules attached to the season being played, at the league's own address.
Shasta Baseball League in detail
