Charged by the team, not the league
The league sells nothing. Its fee explanation is explicit that a manager may incorporate extra charges in addition to league fees to cover team-only expenses such as hats, jerseys and equipment, and that players should confirm the exact amount with him before paying anything.
That is a not-for-profit keeping its own line item clean and telling players precisely where the rest of their money is going.
