The eligibility roster is the roster
Every club starts the season with sixteen active players and pays $50 for each additional man. Rosters are managed by the Board through the season and kept up to date, and the electronic final roster goes to the League Office by June 1. After the board's cut-off, a player joins only with board approval and at the full fee. The penalty for getting it wrong is severe: a club using an ineligible player risks forfeiting every game he appeared in, and if the board finds the manager cheated deliberately, a season-long ban and a $250 reinstatement fee.
The rule that makes it work is that a player must be listed on his team's website roster to be eligible — the published page is the source of truth. Rosters on High Cheese update as men sign and follow a player between clubs and seasons, so the roster that decides eligibility is the same one everybody can read.
