The burden is on the player
The rules are unambiguous about who is protected. If both umpires fail to appear the game is cancelled and rescheduled; if one shows up, the game is played. Any ejection, for any reason, carries two additional games; a second ejection ends a player's season. And when the Board of Directors reviews a suspension it is explicitly tasked with giving greater weight in favour of the umpires, with the burden on the player to prove otherwise.
Writing that presumption into the constitution, rather than leaving it to whoever chairs the meeting, is the strongest support for officials anywhere in this directory. The league also names a Field and Umpire Director who must be told when a crew is short or a rained-off game needs rescheduling. On High Cheese the crew attaches to the fixture, so the director and the managers are working from one schedule.
