Governed carefully, published nowhere
The rules are exact: minimum twelve registered players, maximum fifteen, added automatically on completing registration and the initial tryout, with a signed liability waiver and fees paid in full. Additions and removals go through the Division Commissioner. A manager may demand government ID to verify a player's name and age. Once rostered a player is bound to that club for the year. And the rules require managers to keep the roster up to date and available for view on the team home page.
That last line describes pages that do not exist — no club is named anywhere on the site. Rosters on High Cheese update as men sign and follow a player between clubs and seasons, so the team home page the rulebook already assumes is actually there.
