Governance published, playing rules not
The league publishes its constitution and adopts Baseball Ontario's Removal From Sport Protocol and Return to Sport Strategy, alongside its own concussion designated persons policy -- so the documents governing how the association is run and how an injured player is handled are all public.
What is not published is the playing rulebook: no bat rule, roster limit, game length, courtesy runner or pitching restriction appears anywhere, in a league whose results show complete games as a routine occurrence.
