One number, one form
The association publishes a Toronto phone number, (416) 473-3709, an email link, and a contact form that will carry a message to any of its five named executives. Its location is given simply as Toronto, Ontario.
For a volunteer organisation covering a hundred kilometres of southern Ontario, one number and a routed form is a reasonable answer, and it is more than most leagues manage.
What it cannot do is answer the question a new player is actually asking, which is how to join. A High Cheese league page keeps the contacts and puts the join form, the fee and the free agent pool behind the same address.
