The rulebook refers throughout to league officials and to the OABL board -- they decide protests within 24 hours, adjudicate written grievances, review ejections, rule on ambiguity in the rules, determine punishment case by case for substance violations, decide whether a tied game gets postponed, and hold final say on every appeal.
Not one of them is named on the site, and the only route to any of them is the free agent form and a login.
The league's own statement is that the board strives at all times to bring the public a well organised programme with player safety and welfare uppermost. A High Cheese league page puts a working contact behind each of those roles, so a written grievance has somewhere to go besides a general enquiry.
