Everything that governs it, in public
The GRBL publishes its playing rules, its eligibility criteria, its full dues and sponsorship pricing, and the standard for its own Hall of Fame — five years of service in the league and a vote from your peers. Its rainout policy states plainly that there is no proration of fees. No waiver or bylaws render.
Publishing the price of everything and the criteria for the highest honour it can give is a league that expects to be asked and has already answered. High Cheese keeps a league's documents beside the schedule and against the rosters, so the eligibility rule and the roster it applies to sit together.
