Nathan Dugan is named as Commissioner and as the league's founder, and his email address and telephone number appear on every page. Umpire applications, manager applications, team entries and sponsorship enquiries all go to him.
A one-man administration is the whole staff of a second-year league, and it is why the site is written in a single consistent voice. The FAQ separates out what a manager carries — equipment, field setup, lineups, scorebook — which is the first step to sharing that load. High Cheese lets a league name its officers and hand out real permissions, so a commissioner can give a manager the roster without giving him the league.
