The rulebook gives umpires the usual authority -- they may suspend, cancel or call a game if in their opinion player safety is compromised by rain, darkness or the time limit, and five complete innings makes a game at their discretion.
It also gives them an unusual administrative role: rained-out games are made up in coordination with the umpires and the teams involved, in the order they were cancelled, and tied games are completed the same way. So the crew is part of the rescheduling conversation rather than merely assigned to the result of it.
No association, rate or route to working games is published.
Assigning crews across three fields and a fourteen-game season is the same problem as the schedule, and a High Cheese league page runs both from one fixture list -- which is also how a rainout finds its make-up slot.
