Adult attitudes must always prevail
The rulebook, revised April 2026, states the league's ethic before any of its rules: adult attitudes must always prevail, no matter how competitive any league is, and responsibility for sustaining that rests with the league President -- who may suspend or expel anyone who abuses the league's code or acts against him.
It is indexed in ten parts: uniforms and helmets and baseballs and equipment; game length, run rule and rain-outs; teams, players and line-ups; player behaviour and team responsibility; courtesy runners; pitchers; fielders; ex-pro status and regulations; general league rules; and a code of conduct.
The specifics are exact. Full uniforms of caps, jerseys and pants, similar in design across a team, with sponsors permitted by patch or shirt, and no player out of uniform without the opposing manager's consent. Helmets for every batter, runner and base coach, with no option, catchers wearing one under the mask, and the same rule applied in national tournament play. Official Rawlings MSBL baseballs only, a minimum of six a game, and no ball the league did not provide. Wood bats only -- use anything else and a protest makes the batter an out. Metal cleats are permitted, which is unusual and stated plainly.
Games are seven innings with a two hour fifteen minute limit; five complete innings makes a game in rain or darkness at the umpire's discretion; doubleheaders are seven innings each. Standings go on won-lost percentage, with ties broken head to head and then on inter-division record.
