The league's bylaws are cited directly in its own announcements — section 9 covers ties and three-way ties — and the league acknowledges that a board clarification made two years earlier was never written into them.
Citing a bylaw by number in a public notice is the mark of a document people actually use, and the admission that it is out of date is the mark of one that is hard to amend. The bylaws themselves are not published on the site.
