Evidenced only by what they decided
The league's tiebreaker notice is written in the first person by somebody who talked to each board member individually about a bylaw clarification. So there is a commissioner or secretary writing, and a board being consulted. Neither he nor any of them is named, and the contact page carries no entries.
A league with numbered bylaws, a board that reviews them and a published process for a three-way tie has real governance and no visible officers. High Cheese lets a league name its officers and hand out real permissions, so the man who rang round the board is the man whose account updates section 9.
