The league runs a Prospective Player Sign-Up for individuals and a Find A Player page for managers who need somebody. That is the two-sided problem every league in this directory has, solved explicitly, by a league founded in 1929.
No fee, deadline or roster limit is published on the front page.
Running recruitment as a matching service rather than a form is exactly right, and doing it as two separate pages means somebody sat down and thought about who was arriving from where.
High Cheese does the same thing as one pool: a manager sees who is available, a player sees which rosters have room, and neither has to wait for the other to check a page.
