No exceptions, twice
The league keeps a WVMBL Rules section and publishes two rules on its front page.
The bat rule: wood or composite wood bats only, and the league's reason is not safety but experience -- experience the crack of the bat, pure baseball.
The field policy is stated harder: the league's fields are alcohol-free at all times, no exceptions, and smoking and vaping are strictly prohibited anywhere inside the main park. Where designated tobacco areas exist they are away from the fields and players are asked to use them.
The closing line explains why: helping keep the ball parks safe and family-friendly for all players and fans. A league playing on public parks under lights holds those permits on exactly this behaviour.
