The paperwork behind the Marlins
The paperwork Marlins deal with belongs to the MSBL of Southern California: registration, waivers and whatever the league requires of a club before it plays.
Everything public about the Marlins is the MSBL of Southern California's.
Two entries then resolve into either two leagues or one, and a player can tell which.
A league's rule book and the forms a club actually hands a new player are different things, and High Cheese holds the second kind.
