The league publishes its bylaws and links them from the footer of every page, next to a link asking people to support the league. For an organisation founded in 1988, having the governing document permanently one click away is more than most manage.
No separate rulebook, waiver or code of conduct appears, so the bylaws are carrying all of it.
A governing document belongs beside the season it governs. A High Cheese league page keeps the bylaws and the current rules attached to the year in play, at an address the league owns.
