Agreed at the plate, every time
The charter gives umpires the authority to make and enforce field ground rules where they do not conflict with the playing rules, and requires that those ground rules and any rule questions be discussed and agreed by the home plate umpire and both managers before each game. In a public park with no fixed dimensions, that pre-game meeting is doing real work.
Umpires may also eject any player or manager for throwing equipment, which the charter prohibits outright.
No umpire association is named, no rate is published and there is no route advertised for anyone wanting to work games. Assigning crews across twelve teams playing weekend doubleheaders is the same problem as the schedule, and a High Cheese league page handles both from one fixture list.
