That is up to each team; most managers aim to get everyone involved, but it depends on commitment, position and how the game is going. Both answers are the honest ones and neither is what a recruitment page usually says.
The rest: rosters about twenty-five, wood bats only, no metal cleats in Central Park, games mostly in the park with some on Randall's Island and in Red Hook, MLB rules with the league's own tweaks in the charter, competitive but open to all skill levels with former professional, college and high school players mixed together.
