Three commissioners since 1959
Jamey Libhart has been commissioner since 2015, the third in the league's history after Jose and Candita Calderon and their long-time partner Ronquito. The charter names three league administrators responsible for running the scoring platform: Andrew Wagner, Solomon Prophete and Libhart himself.
Beyond that, the governing body is the managers. The charter is a document they sign, its rules are described as enforced by an honour system among them, and its authority comes from that agreement rather than from an office. In the Calderons' era they met every week without fail, and trades and disputes were settled in the room.
Three commissioners in sixty-seven years is remarkable continuity, and it depends entirely on the handover being done properly each time. A High Cheese league page holds the permits, the records and the rosters at an address the league owns, so the fourth handover needs less than a handwritten note.
