The calendar decides what signing up means
The league runs a genuine draft, and it is honest about what that costs a player. Register for the free agent pool and what happens next depends on the date. From the end of the season in August until the January draft you are draft-eligible, and if a team takes you, you are committed to it for the season. From February through August the draft is over, teams may contact you, and you are free to join whichever offers you a spot with no obligation.
Which means the advice on the registration page is practical rather than decorative: if you want a specific team, message them directly -- on Instagram -- before you fill in the form. Once you are drafted, that is settled.
Nobody is guaranteed a spot; roster space decides it. Everybody who signs up gets to try out at the draft. Playing time is left to each manager, with the league saying most aim to get everyone involved.
A free agent pool whose meaning changes in January is exactly the sort of thing that needs to live where the rosters live.
