First in the list, for a reason
The league states that its Code of Conduct is aimed at protecting umpires, managers, players and fans — umpires first — and publishes consequences for offenders as part of the same document.
Putting officials at the head of that sentence is a deliberate choice by a board of three volunteers who have plainly watched a Sunday go wrong. No assignor, crew, rate or route to working games is published anywhere. On High Cheese the crew attaches to the fixture, so an incident report and a suspension are tied to the game and the official who worked it.
