The eligibility rule is written with a joke attached: your M50BL birthday is January 1st of the season in which you plan to play — happy belated birthday. In practice a man who turns fifty at any point during the year is fifty from the first day of it.

Backdating everybody's birthday to January means nobody sits out half a season waiting to be old enough, which in a league whose divisions run 50s and 60s matters twice. No fee, deadline or free agent route is published; the way in is the published manager directory. A High Cheese free agent pool runs on the league's own page all season, so a man turning fifty in August can be seen by every manager rather than ringing eight of them.
