A pool the president can actually use
The site carries a free agent form and a player waiver, both signed online during registration before anybody plays. If a club cannot fill its roster and the league judges it in everyone's interest, the president may assign players from the remaining free agent pool following the draft. Team deposits are non-refundable, and no schedule or league baseballs go to a club that has not paid in full before the season starts.
Letting the president move men from the pool into a short roster is a sensible power and it depends entirely on the pool being visible. That is what a High Cheese free agent pool is — every unattached player on the league's own page, all season, in front of the president and every manager at once.
