Where the tournament lives
The league keeps online forms and a separate handouts section, and its Rocket City Classic information and forms are filed inside the latter.
That is a sensible split -- forms you submit, handouts you keep -- and it is where a fifteen-team league puts the paperwork a tournament generates.
No rulebook, waiver or constitution is published to the open web.
Documents belong beside the season they govern. A High Cheese league page keeps the rules, the waiver and the tournament forms attached to the year in play.
