One section for both
The league keeps a Rules and Forms section, combining the playing rules with whatever paperwork a club needs.
Putting them together is the right call for a league where the same person is both reading the rulebook and filling in the roster form, which is to say every manager in it.
The contents do not render in the plain page.
High Cheese keeps a league's rules beside its schedule and its forms beside both, so a manager finds all three in the place he already goes.
