Two, and the plate has the last word
Two umpires are present at all games. The home plate umpire keeps the official score, declares the last inning when thirty minutes remain, and hears any appeal — which must come from the team captain — with the final say.
An amateur league staffing two umpires at every game is unusual and expensive, and it says what this league thinks the games are worth. No assignor or crew is named, and no route to working games is published; on High Cheese the crew is attached to the fixture, so an umpire sees his assignments in the same place the teams see theirs.
