Run under somebody else's constitution
Nobody is named as running the adult league. It is managed under the Western North Carolina Youth Sports Association, which supplies the rules, the umpire information, the background checks and the registration platform.
Sitting inside a youth organization is what gets an adult league insurance, fields and a payment system it could never assemble alone. It also means the people making decisions about it are not identified anywhere on its page.
