Four fall registrations, and a waiting list
The league runs registration separately for each bracket that fields a fall season -- 18+, 30+, 48+ and 68+ -- rather than one form covering everything.
Beside them sits a combined Free Agent List and Waiting List, which is an honest pairing: in a league this size some brackets have room and some do not, and the same form covers both situations.
It also keeps an Interest Form under its About section, a Payments page, and separate team and player logins.
Publishing a waiting list rather than pretending every division is open is the sort of thing a large league has to do and a small one never admits to.
