Both formats, deliberately
The league publishes its rulebook in full as a web page and offers a PDF version alongside it -- one for reading at a field, one for taking to a managers' meeting.
The waiver is combined with dues payment into a single step.
Version 3.1 carries its own provenance on the page: derived from another league's rulebook, edited by a named member, last updated 2 March 2024.
Documents belong beside the season they govern. A High Cheese league page keeps the rules and the waiver attached to the year in play, at an address the league owns.
