Final say where the book is silent
The rulebook gives the umpire-in-chief the only unilateral authority in the league: where a situation is not covered by the book or by the 2019 MLB rules, his call is final.
It also carries a numbered ejection rule covering aggressive behaviour and verbal abuse.
The league's manifesto names umpires among the people who make a real game -- pitchers and catchers and fielders and hitters and umpires calling strikes and balls -- which is more respect than most leagues put in writing.
