The league names no president, no board and no division commissioners. What it publishes is a role address, which is a deliberate and sensible choice, and nothing about who is behind it.
Somebody is running fourteen clubs across two seasons a year, scheduling weeknight games at East Valley fields, tracking rosters against a 24-man cap and posting statistics. That is a real job and it currently has no name and no visible succession.
High Cheese lets a league name its officers and hand out real permissions, so the work is shared and the league does not restart when one person stops.
