This league publishes more paperwork than any other seen so far: league rules, a code of conduct, newsletters, a roster form, a manager application, an umpire evaluation form, manager registration, and a lost and found.
Read that list and the size of the operation shows itself. An umpire evaluation form means crews are being reviewed. A manager application means clubs are vetted rather than just admitted. A lost and found means enough people pass through enough fields to leave things behind.
Every one of those is a form somebody fills in and emails back. High Cheese keeps them beside the schedule and takes the roster form and the manager registration as data rather than attachments, so the roster in the file and the roster in the league are the same roster.
