Two documents, one of them a plan
The league keeps League Rules as a top-level item alongside its e-waiver, and separately publishes a New 45+ Division Plan -- a document setting out a competition that does not exist yet.
Publishing a plan for a division before it runs is a young league recruiting for it in advance, which is the right way to start one.
The structural rules on the public pages are the brackets, 21+ and 35+, the Sunday schedule, and the two geographic zones.
A rulebook belongs beside the fixture it governs. A High Cheese league page keeps the current version at the league's own address next to the schedule, and a planned division sits beside the sign-up that would fill it.
