The league's standing invitation appears at the end of its season announcement: for any players and teams interested in joining, please contact the League Office using the Contact Us section. Thank you very much.
Naming both the individual and the whole club in the same sentence is right for a league that has grown to six-team divisions across four seasons a year, and it means a man arriving alone is not reading a page written for managers. No fee, deadline or age requirement is published anywhere. A High Cheese free agent pool runs on the league's own page all season, so an unattached player is visible to every manager in both divisions rather than waiting on an office.
