The paperwork behind the Rays
The paperwork Rays deal with belongs to the Kansas City MSBL/MABL: registration, waivers and whatever the league requires of a club before it plays.
The Rays play out of Kansas City, MO.
The schedule, the standings and every roster render as pages the league owns, and a vendor's bad day stops being a league's disappearance.
Whatever the Rays ask a new player to sign is the club's own document, and High Cheese is the only place it would live.
