The paperwork behind the Rays
The paperwork Rays deal with belongs to the Chesapeake MSBL: registration, waivers and whatever the league requires of a club before it plays.
Everything public about the Rays is the Chesapeake MSBL's.
No waiver, rulebook or field agreement renders.
A club with nothing of its own on paper has nothing to hand anybody, and High Cheese is where the Rays would keep it.
