The league's paperwork
Every document behind the NJ Horsemen belongs to the New Jersey Amateur Baseball League: registration forms for teams and free agents, and whatever waivers the league collects.
Registration is the document that matters here, and it opens twice a year.
The paperwork NJ Horsemen actually hand a new player belongs to NJ Horsemen, and High Cheese is where it lives.
