Both directions
The league keeps League Documents for what it publishes and Submit Documents for what it needs back.
That second one is rare and sensible. Every league in this directory collects waivers and rosters; this is one of the few that has built a route for receiving them rather than relying on email attachments.
Neither renders in the plain page.
High Cheese keeps a league's documents where people already go for the schedule, and takes a roster as data rather than as a file.
