Local rules on top of a national body
The league keeps its own Rules and Forms sections and states that it is proudly affiliated with MSBL nationally.
Affiliation matters more than it looks. It gives a nine-club league in Arkansas a rulebook it did not have to write, insurance arrangements it did not have to negotiate, and a route into national tournaments.
What the league adds locally is not readable on the plain page.
High Cheese keeps a league's own rules beside its schedule, so the local amendments to a national book are read by the managers they bind.
