The paperwork behind the Astros
The paperwork Astros deal with belongs to the Atlanta Men's Baseball Association: registration, waivers and whatever the league requires of a club before it plays.
The Astros sit 6.0 games back of the top of the 60+ division.
There is a forms page, and everything on it is something the league needs from a player rather than something a club needs from anyone.
A league's rule book and the forms a club actually hands a new player are different things, and High Cheese holds the second kind.
