The paperwork behind the Mets
The paperwork Mets deal with belongs to the Virginia Baseball Congress: registration, waivers and whatever the league requires of a club before it plays.
It publishes eleven grounds with street addresses, most of them high schools around Richmond.
Nothing a club produced appears anywhere.
A league's rule book and the forms a club actually hands a new player are different things, and High Cheese holds the second kind.
