Nothing answerable
Which states, what ages, what it costs, where it plays, when it runs, what bats, how to join -- none of it can be answered from anything this league publishes.
Even the name is ambiguous: several tri-state areas exist, and nothing on the page says which one.
A High Cheese league page answers the region, the fee and the age on the same page as the join button, as pages a search can read.
