The rules the GroundsHog play under
The GroundsHog play under the Chesapeake MSBL rule book.
The GroundsHog play out of Annapolis, MD.
Starting at 21 rather than 18 is an unusual choice and a deliberate one: it puts the youngest bracket past college age, which changes who turns up.
Rules that decide what the GroundsHog may field belong beside the schedule, and High Cheese puts them on the same page.
